David Phillips joined Navigator in 2018 as Principal and General Counsel, bringing with him a wealth of private and public sector experience as an executive leader, lawyer, industry regulator, and trusted advisor to c-suite executives, boards, and senior political leaders.

At Navigator, David leads integrated teams of public affairs, communications, and issues management experts to solve complex and high-stakes problems for organizations across a range of industries. His experience as an executive leader, senior political strategist, and legal counsel allows David to deliver well-rounded and practical solutions to his clients’ most daunting public relations challenges.

Prior to joining Navigator, David was Vice President – Strategy and Partnerships and Interim President at the Ontario Cannabis Retail Corporation, the provincial agency created to distribute and retail recreational cannabis in Ontario. His leadership background also includes several years as an industry regulator at the Alcohol and Gaming Commission of Ontario.

David’s extensive political experience includes serving as a senior advisor to the Premier of Ontario and several cabinet ministers at Queen’s Park. Most recently, he was the Chief of Staff to the Attorney General, Chief of Staff to the Minister of Community Safety, and Director of Legislative Affairs to the Premier of Ontario.

David started his career as a labour, employment and human rights lawyer at a major Bay Street law firm in Toronto after obtaining his law degree at the University of Western Ontario. He also holds a degree in Political Science from the University of Toronto.

David lives with his wife and two children in the east end of Toronto, where he is an active community volunteer and devoted baseball fan.
