Clare has worked with clients in a wide range of sectors, specializing in energy, consumer technology, telecommunications, and blockchain. Based in Toronto, she brings extensive strategic communications expertise to bear for our clients.

Clare brings her public policy, strategic communications, and political background to her work with Navigator clients.
In her research role, she has worked with clients in a wide range of sectors, specializing in energy, consumer technology, and telecommunications. She is the host of Navigator's latest production, Banking on Blockchain. She is passionate about helping blockchain companies tell their stories and develop advocacy tools to educate government, media and public audiences.
She served as a member of the Ontario PC Energy Policy Advisory Council as they developed the party’s energy policies for the 2018 Ontario election platform. She is also a member of the IESO Metro Toronto Local Advisory Committee and served as a policy advisor for Caroline Mulroney’s PC leadership campaign.
Prior to working for Navigator, Clare was part of the policy planning team at the Department of Foreign Affairs, Trade, and Development. She also worked with federal Members of Parliament at a House of Commons research bureau. She has served in senior roles for political youth wings, riding associations, provincial and federal campaigns, and a national student-run news outlet.
Clare holds an undergraduate degree from the University of Ottawa and a master’s degree from the Munk School of Global Affairs at the University of Toronto.
